Mr. Saeed sounds very frustrated  on Mr. Modi's sudden visit to Pakistan.  He is insinuating that this visit is going to hurt the feelings of Kashmiris.  But I think all Kashmiris want this dialogue to be continued to ameliorate the relationship between India and Pakistan.  Especially, in the PoK area, Kashmiris are not happy with the treatment accorded to them by the Pakistani establishment.  They want a solution to the Kashmir problem.  Hence, Mr. Saeed's frustration is baseless.  As far as American $10 Million bounty is concerned, it has no meaning. It is teethless.  In spite of the fact that the Indian government has provided so many proofs against Saeed for the 26/11 attack in Mumbai, neither the government in Islamabad nor the military establishment of Pakistan has taken any action to put him behind bars or at least fix a muzzle on his face stopping him spewing anti-India venom.  Mr. Modi's visit is not the first sign from the Indian government to improve relations between the two countries.  India has been trying to extend this type of olive branch since 1947.  It is the lack of Pakistani positive response which is derailing the train meant to bring a message of peace, tolerance and happiness.
