The Chief Minister of J & K has hit the nail on the head while attributing civil and political problems in her state to unemployment.  The youths in her state are frustrated due to failed economic policies of the state government.  When people are employed, they feel responsibility towards their family members and also it awakens in them a sense of social responsibility which means very little or no time to demonstrate in the street and damaging and destroying public property.  Therefore, in a nutshell, the crux of the problem is unemployment, and unemployment can be remedied by inviting and creating opportunities for outside investment.  Here comes a kicker.  Outside investment will not come to J & K unless an Article 370 is repealed from the state Constitution.  The state government ought not to pay any attention to the movement floated by the separatists and supported by the government across the border.  When unemployment issue is handled satisfactorily, these separatist movement will be automatically foiled.  These separatists exploit unemployed youths.  Therefore, the state government should keep aside party politics and work with the central government in deleting an Article 370 and openly invite outside investment in the manufacturing sector.  This is the only way to overcome civil and political unrest in the state.  It may be a bitter pill to swallow for the state government, but it is the one which one has to swallow for bringing peace and tranquility in the region.  The state has been suffering for too long, now it is the time to put everything to rest and work towards uplifting the victims.
